Health care access for all Virginians Coalition
- The overall goal of the Healthcare Access for All Virginians is to support legislation, funding, and policies that increase access to health care in Virginia. More information can be found on the HAV Coalition website by clicking here.
- In the 2010 General Assembly session, the Coalition is supporting the passage of SB 266. As of January 30, the bill was reported out of the Senate Education and Health Committee and referred to the Senate Finance Committee because of its fiscal impact.

SUPPORT SB 266!
- SB 266 provides a small increase in income eligibility limits for Virginia’s very successful FAMIS program for uninsured children.
- FAMIS currently provides health insurance for over 100,000 children with family income under 200% of the federal poverty line.
- At least 42 states have income eligibility limits above Virginia’s. (see map)

- An estimated 67,000 uninsured children in Virginia have gross family income higher than 200% FPL. This change will eventually reach 7,000 more uninsured children.
- The estimated cost is $7.7 million in 2011 – $5 million in federal funding (65%) and only $2.7 million in gf (35%). The cost for 2012 is $8.4 million, with the same ratio between state and federal funding.
- The Children’s Health Insurance Program Reauthorization Act of 2009 (CHIPRA) increases – for a limited period of time – federal funding available to Virginia for FAMIS. The higher amount continues if used.
- Virginia should seize this opportunity to provide coverage to more uninsured children.
